I might have answered my own question - it seems that FX, or "expected
structure factor", is used for R-value calculation (I still don't get a
perfect match, but it's much closer - within 0.1%).  I assume that FX is
ML-based expectation of FC - is there a reference to how it is calculated
(my admittedly primitive googling attempt turned up Gerard answering
similar question couple of years ago, but it'd be nice to have full details
for reference).
